Foreign workers, whether employed by companies or working independently, must obtain a work permit from Turkey’s Ministry of Labour and Social Security. Here’s a breakdown of the four types of work permits available in Turkey and how to apply for them.
Types of Work Permits in Turkey
1. Work Permit for a Definite Period
When a foreigner’s work permit application is approved under Labour Law No. 6735, they receive a work permit valid for one year. This duration should not exceed the term specified in the labor contract with the employer. If the employee wishes to continue working in Turkey, they can apply for a renewal. The first renewal can grant a two-year extension, and subsequent renewals can extend the permit for up to three years.
2. Work Permit for an Indefinite Period
Foreigners who have held a long-term residence permit and a work permit for at least eight years are eligible to apply for an indefinite period work permit. This type of permit allows the holder to enjoy the rights granted to Turkish citizens, excluding military service, voting, and working in public service institutions.
3. Independent Work Permit
This permit is for individuals who wish to work independently in Turkey. The Ministry of Labour and Social Security evaluates applicants based on their level of education, professional experience, contributions to Turkey’s science and technology sectors, and economic investments. Investors and shareholders of foreign companies in Turkey are among those who may qualify for an independent work permit.
4. Turquoise Card
The Turquoise Card is designed for highly qualified individuals such as artists, scientists, athletes, investors, or property owners in Turkey. This card functions similarly to a work permit or residence permit without a specific time limit. The spouse and children (under 18) of the cardholder also gain the right to permanent residence in Turkey.
However, the Turquoise Card can be revoked if the holder submits forged documents, stops working for more than six months, fails to renew their passport, or does not return to Turkey within two years of traveling abroad.
How to Apply for a Work Permit in Turkey
Applying from Abroad
To apply for a work permit from your home country, submit your application to the Turkish consulate. Once your application is submitted, you will receive a 16-digit reference number, which you must share with your employer.
Your employer then uses this reference number to apply for your work permit via an online platform within 10 working days. The employer must also submit required documents in person or by mail to the Ministry of Labour and Social Security. The Ministry will review the documents submitted by both parties and notify the employer of any missing documents.
After approval, the foreign employee has six months to enter Turkey. The work permit will be sent via PTT Cargo, and the employee can legally work in Turkey upon arrival.
